Institutional Development - Capacity Building

Capacity building and training is a core approach throughout our programs. BH Expert uses a comprehensive performance management approach named Human and Institutional Capacity Building (HICD) which includes:

• systematically researching current capacity;
• collaboratively setting objectives with key stakeholders;
• identifying organizational, cultural and other significant challenges;
• and implementing strategic, measurable training or capacity-building interventions.

It is a process that focuses on the organizational and workplace environment, and recommends and implements interventions to improve organizational performance as well as individual performance. This approach develops sustainable capacity rather than focusing only on the capacity of individuals who may not be able to improve performance due to an inadequate environment.

BH Expert trainings are results focused and with measurable outcomes related to specific objectives. Training is designed to improve the knowledge and skills of individuals and, ultimately, their organisations, institutions and companies, to help them gain a clear understanding of the subject matter and generate ideas on how to initiate improvements and close the gap. The interventions may range from short-term targeted workshops, seminars, conferences and off-the-shelf trainings to multi-year capacity building programs.

Program Development

BH Expert develops tailored programs following donors’ standards and requirements through an ongoing systematic process. BH Expert incorporates performance monitoring into the program development of all our programs. The fundamentals of BH Expert’s approach to program development process include:

Development of Linkages with the Public. It is through the linkages that we connect with the people and identify local dynamic, their issues and needs.

Situation Analysis. In situation analysis we collect data to tell us “what is”. We conduct diagnostics and needs assessment, and use our knowledge as well as existing data as main sources of information to analyze the current situation and capacity.

Priority Setting. We set priorities as sequence of intentional actions and events organized in a manner to result in valued outcomes for clearly defined audience.

Program Design. When program priorities are established we organize themes into major area of programming. The programs are designed using the logical framework approach and logic model with inputs, outputs and outcomes-impacts clearly defined.

Program Implementation. We set the work plan for program implementation and identify activities, resources, partners and timing.

Evaluation and Accountability. Our programming is led by the performance management framework with the focus on indicators for outputs, outcomes, goals and impact.

Project Implementation

BH Expert helps organizations succeed with projects, from design to implementation and monitoring progress to assessing final outcomes. By using the performance management approach in the implementation of all our projects we strive to provide organizations with the best possible results. During the project implementation we continually track performance that enables us to fine-tune the process or redirect efforts and resources as needed. Lessons learned can be applied immediately, to help ensure replicable and sustainable results.
